The Working Group, focused on fact-finding, in order to define the most relevant developments and to identify the major factors driving and hampering innovation.

It's not news that we're receiving record levels of complaints. And the media is never short of stories about the widespread lack of trust in financial services - and real-life examples of where financial institutions have got things badly wrong. But recently, I've noticed a shift in the way this is reported and commented on. Alongside concerns about the banks' sales approach and incentives, I've noticed more talk of "fraudulent claims" - with some reports that people are claiming for policies they never actually had. All this fuels the argument that society's in the grip of "compensation culture" - and that this culture is growing in financial services.

Not all customer complaints are captured by the published FSA complaints data; the data only reflects interactions that fit the FSA's definition of a reportable complaint in DISP. However, firms' interpretation of the FSA's definition of a complaint is creating disparity in what is reported. The discrepancy centers on the stipulation that a complaint must relate to financial loss, material distress or inconvenience. Firms use various interpretations of the definition and apply it in different ways, compounding the discrepancy. Therefore, the FSA data cannot accurately be compared on a "like for like" basis.

In this Policy Statement we summarise the feedback to CP12/7 Financial Services Compensation Scheme: changes to the Compensation sourcebook, and present our final rules. CP 12/7 proposed changes to some of the rules in our Compensation sourcebook (COMP) that govern the operation of the Financial Services Compensation Scheme (FSCS). As a package, the proposals aimed to give the FSCS the flexibility in certain circumstances to pay claimants more quickly and efficiently.
