La Ley 11/2010, de 28 de junio, de reforma del sistema de apoyo financiero a la internacionalización, ha permitido la adaptación de los instrumentos de apoyo financiero oficial a la internacionalización a los nuevos retos y necesidades de las empresas españolas en un marco de mayor competencia en el comercio internacional con la creación de un nuevo instrumento, el Fondo para la Internacionalización de la Empresa (FIEM), que tiene como objeto promover la internacionalización de la economía y de las empresas españolas. El Proyecto Milenio inició un estudio de dos años sobre el futuro de Latinoamérica en 2009. Esto coincide con las esperadas celebraciones del bicentenario de independencia de la región. La primera fase de este estudio consistió en la realización de una encuesta con la metodología Real-Time Delphi (RTD) durante los ejercicios 2009 - 2010, y un segundo estudio RTD (Delphi en tiempo real) que ha sido diseñado para integrar los resultados del primero en forma de escenarios de Latinoamérica 2030.

El mundo desarrollado continuó en crisis financiera y recesión económica a lo largo de 2009. Esta recesión ha tenido un importante impacto en las grandes y pequeñas organizaciones de toda Europa. La demanda en la mayoría de las industrias ha disminuido, así como el valor de los activos. Ha cambiado el modelo de negocio para la industria de productos y servicios. También ha tenido una influencia perjudicial sobre los ingresos, gastos e inversiones del público en las administraciones a nivel europeo, nacional, regional y local. La percepción general es que la recuperación económica será un proceso largo y difícil. Dentro de este punto de vista económico, la consultoría de gestión en Europa también ha tenido un crecimiento negativo del 5% en 2009.

En este sentido, hoy se solicita la involucración del Director Financiero en iniciativas de transformación que van más allá de su perímetro funcional tradicional, como por ejemplo en iniciativas de cambio en otros departamentos de la empresa como es el caso en tecnologías de la información (43%), estrategia y desarrollo de negocio (41%) y recursos humanos (39%), o también en materia de riesgos y servicio al cliente (37%), compras (35%), marketing y ventas (33%), investigación y desarrollo (30%) y gestión de la cadena de suministro (25%).

In this study the authors investigate the determinants of financing obstacles using survey data on a sample of around 5000 firms from the euro area countries. This completely new survey - started at the end of 2009 - gives us the opportunity to test whether firm characteristics such as size, age, economic branch, financial autonomy and ownership are valid predictors of financing obstacles also during the recent financial crisis. Their results show that only age and ownership are robust explanatory variables for firms' perceived financing obstacles while mixed results are found for size and economic branches.
